On May 19, 2009 the Village of Blanchester’s municipal building was officially dedicated as a disaster shelter for the village and surrounding communities. Prior to the ribbon cutting the American Red Cross held a Connections Luncheon for local businesses and members of the community to attend. Connections Luncheons are held to inform and educate people of the services that the Red Cross is providing to the community.

Through the visions of Former Mayor Harry Brumbaugh and the Blanchester Board of Education, the reality of trading in-kind services and one dollar for the Main Street School building came to pass.In a time of need for expansion of the municipal offices and without the necessary finances, the two groups came together to make it happen.

After months of renovation, painting, and organizing by the village staff and officers, in October of 2002 the village offices and the BPA were relocated to the former Main Street School building.

When Former Mayor Tom White took office he recognized the need for a generator for the building. With the unanimous support of council, Mayor White purchased a gas operated generator. The generator allows for the Blanchester Police Department, and other departments as needed, to continue to operate uninterrupted in case of large scale emergency.

In February of 2009, Carol Elaine & Jerry McMain decided to take the steps necessary to formally make the municipal building a local disaster shelter. With help and guidance from the Clinton County Emergency Management Agency and the local American Red Cross the building was evaluated and inspected to make for sure it met the guidelines for officially becoming an emergency shelter.
